The miner or cooperative brings NMA-certified gold to the licensed vault in Koidu Town, Kono District. An NMA Assay Certificate is issued. The custodian records the assay hash permanently on the Stellar blockchain — it cannot be altered.
The smart contract mints exactly the right number of SLG tokens — 1 SLG per 0.001 troy oz — and sends them to the miner's wallet. The supply is capped at 50,000 SLG in Phase 1. No tokens can be created without a verified NMA assay hash.
The miner dials *747# on any mobile phone. They can check their balance, send SLG to another wallet (0.5% fee), or redeem for physical gold at the vault or SLE cash to their mobile money wallet (0.25% fee). No smartphone, no internet, no bank account needed.
The reserve ratio is published to the Stellar blockchain every 24 hours by the NMA-licensed custodian, cryptographically signed, and permanently recorded. Anyone can verify it.
The custodian's Ed25519 signature is verified by the oracle contract before any reserve update is accepted. Forgery is mathematically impossible.
An independent Big 4 accounting firm conducts a physical count of the vault every quarter and publishes the results.

SLG gives the BSL a fully transparent, real-time view of gold reserve flows, AML-compliant transaction records, and a framework for regulating gold-backed digital instruments. The governance contract gives the BSL an observer seat with direct on-chain visibility. Routine parameter changes (fees, oracle keys) require 3-of-5 multisig with a 48-hour time-lock. Contract upgrades require a higher bar: 4-of-5 supermajority with a 7-day public time-lock and mandatory GitHub disclosure — giving the BSL a full week to review any code change before it takes effect.
